It was driving me nuts. I knew I'd seen those facial expressions and heard the simplistic tone of voice before. I thought it was another politician.

But no. I finally isolated it: Pee Wee Herman. Only this guy sadly isn't acting.

The weird mouth with one side much higher than the other, and the exaggerated smiles and laugh remind me of Pee Wee Herman.
