15. The poll is misleading because each level was ultimately responsible
as time progressed. First the mayor for initial evacuation and other things, then the governor as damage became more severe and the levees broke, and finally the president as it became a major catastrophe.

The Governor of Louisiana declared an emergency and requested help from the feds as early as Aug. 28, a day before the storm hit. The President declared a national disaster and authorized FEMA to respond at about the same time. Everybody knew that this thing was going to be too big for the city or the state to handle alone.

Don't let the echo chamber fool you. Who do you think benefits from blaming the mayor and the governor? Do you want to help those folks? No, I didn't think you did.
