Here is the thread that discusses the BBC report interviewing a Lieutenant at Northcom.
-------------------------------------------------------------------
A: Now I'm sure you're aware of the criticism that the authorities have been slow to respond to this. When did you get the order to start relief work?

K: NorthCom started planning before the storm even hit. We were ready for the storm when it hit Florida because, as you remember, it crossed the bottom part of Florida, and then we were plaining, you know, once it was pointed towards the Gulf Coast. So what we did was we activated what we call defense coordinating officers to work with the state to say okay, what do you think you'll need, and we set up staging bases that could be started. We had the USS Baton sailing almost behind the hurricane so that after the hurricane made landfall it's search and rescue helicopters would be available almost immediately. So we had things ready. The only caveat is, we have to wait until the President authorizes us to do so. The laws of the United States say that the military can't just act in this fashion, we have to wait for the President to give us permission.

----------------------------------------------------
They COULD NOT go in without Bush's approval.

So either Bush screwed up -- or he waited.

6. I have changed my mind again. I think Mr.bush is suffering from a brain pr
Reagan had alzheimers, I think bush has something like this. Seriously I have changed my mind from thinking he was stupid to evil to now I think he has a physiological mental problem. The question is, who is running things, what with Cheney being (dead?), bush brain damaged.

and is being medicated. The reports of him being totally disconnected and uncaring seem like the effects of anti-anxiety medication, such as Xanax, Librium, or Valium. He seemed to be having some anxiety during the election season last fall, then suddenly he was unflappable. Did he suddenly and spontaneously become a Zen Master? Umm, no. There's only one possible answer.

Those pills are basically solid alcohol in the way they affect the brain, and with Bush's history as an alcoholic, we can only expect complete incompetence and total indifference toward his responsibilities.

12. I'd like to get a verification to this story
It is explosive. I couldn't find anything about it on the BBC pages, but I understood this was BBC America? My search yielded a report from the creation of NorthCom, though:

US announces home defence command

Wednesday, 17 April, 2002, 17:14 GMT 18:14 UK

The United States Defence Department is to create a new Northern Command aimed at defending America's home soil.

Defence officials say it is one of the biggest revamps of military command structures for nearly 40 years.

(snip)

Mr Rumsfeld said earlier that the new command was aimed at better meeting "the challenges of the 21st century".

Correspondents say the new command signals a recognition that the military would be called to play a decisive internal security role in the event of an attack on the United States involving weapons of mass destruction.

The US military has previously been barred from engaging in domestic law enforcement under the 1878 Military Law, passed in the aftermath of the Civil War.

Previously barred from engaging in domestic law enforcement - there was probably a reason for that...

19. The Germans couldn't respond on D-Day because they needed Hitler's orders
Hitler went to bed with strict orders not to be awakened. The mechanized units poised to stomp on the landing sites were not allowed to move without his orders. Had they been able to, there's a good possibility the landings might have failed.
