I can't help wondering what on earth Bush was thinking when he agreed to appear on a stage this way as New Orleans is disintegrating. It's true that he has done what he can, short of hauling sandbags, but his political enemies are going to follow him around with this picture for the rest of his life: Fiddling while Rome burned, that sort of thing.

I've seen the speculation but I just sort of thought it was wishful thinking. Now, I'm convinced. He can't speak off of his script or appear without days of preparation. He can't respond to crisis because he takes days of preparation. I think his mind is gone.
