US President George W Bush has ordered the creation of a domestic intelligence service within the FBI, as part of a package of 70 new security measures.

The FBI's been spying on Americans for years. Hell, look at their work in the 1960s, when domestic espionage was in its prime. The only difference here is that the government is now actually saying "Yes, we are spying on you."
At least they're coming out and admitting it to anyone willing to pay attention -- which, of course, is only a few of us.
