"The Clean Skies Initiative", "No Child Left Behind", The Healthy Forests Act".... The Extremist RW Republicans are very good at using words. They "frame" the language better than we do because they don't mind lying to get their point across.

"The War on Terrorism" is a phrase meant to strike fear into anyone on the fence who might vote for a Democrat, except that the terrorists are coming... and we know that because we've declared war on 'em, by golly!

"A war FOR corporate expansionism", thaht, too, but first and foremost... it's just a damned good FRAME.

That doesn't stir the public as much.

So instead of saying "This is our new policy on international terrorism", they can tell everyone that "WE ARE AT WAR!" and then everyone rushes to be as patriotic and sycophantic as possible.

Plus, they have to call it the War on "Terror", because it has to be specific enough to let everyone know what the target is, but vague enough to allow it to go on as long as necessary.

Its the same reason that they use the term "War on Drugs"
