OMG, this cannot be a GOOD thing...

Bush Proposes Creating Federal Worker Corps to Support Emerging Democracies

President Bush, seeking to put U.S. government muscle behind a promise to support young democracies, said Wednesday the administration is creating a special corps of federal workers that can quickly deploy to help governments in crisis.

Citing the difficulty in establishing the U.S.-run occupation government in Iraq after Saddam Hussein's ouster, Bush is proposing $100 million next year for a new conflict response fund and another $24 million for a new Office of Reconstruction and Stabilization in the State Department. That office will coordinate U.S. government efforts to support emerging democracies, with the new Active Response Corps of foreign and civil service officers as a crucial tool, Bush said.

"This new corps will be on call - ready to get programs running on the ground in days and weeks instead of months and years," Bush said, according to remarks prepared for delivery to the International Republican Institute, a federally funded group that promotes democracy worldwide. "If a crisis emerges and assistance is needed, America will be ready."

Bush cited a series of revolutions over the past 18 months in ex-Soviet republics and across the Middle East: the Rose in Georgia, Orange in Ukraine, Purple in Iraq, Tulip in Kyrgyzstan and Cedar in Lebanon. "These are only the beginning," he said. "We are seeing the rise of a new generation whose hearts burn for freedom - and they will have it."

5. No, it's more like finding more suckers to go into the back-door draft.
There are things called Civil Affairs Units. This would be a way of sticking those guys in the front while backfilling their positions with naive, well-meaning civilian employees.

I work for an agency that has some special functions in times of mass disaster. I get the emails about signing up for this and that response team. Up until late 2001, I'd have signed up. I've since taken on the belief that anything really is possible with Commander Cuckoo Bananas in charge.

8. Homeland Security sent surveys out to local nurses..
It was from our county--the return address was some local Homeland Security office. Got two, actually..both got, uh, filed <ahem..>.
They were saying "if there is a local disaster we would like to know the skills of the nurses in the county", blah, blah, blah. Yeah, well, if there is a disaster, I will BE at work and the hospital knows what I can and cannot do--my skills don't need to be listed in some Homeland data base, thanks anyway.
(Frist's) HCA in-house nursing agency also asked it's nurses if they would want to be part of an emergency response team to Florida or other areas where "disaster" might hit...the agency would pay for our nursing license in whatever state we were sent to but we would then be obligated to go..again, NO THANKS. I had images of the tiny print of the "contract" we would have to sign.

9. Yeah, the tiny print.
I have some specialized medical skills that would be useful to the government in a nuclear holocaust. I wouldn't mind going into the breech in something like that, but I have these images of becoming free labor for the next war.

11. Nifty language - "conflict response" sounds as if
anyone involved will be in the conflict, which sounds like fighting. I was but a child at the time, but this is like when the guys in Vietnam were called "military advisors."

12. Not a new idea
but I trust nothing that the bushbots do.

The neocons are catching major flack from many old line conservatives about the "hatred" in the world towards this country. Some very conservative people have come around to seeing the need for "soft power." This is not a new idea and many on the "left" have suggested that helping countries in crisis is a way of averting the need for lethal force once a state fails.

Unfortunately, bush will screw it up as he seeks to use his new "tool" for purposes of manipulation.

For those worried about the cost, in concept, preventing war is much cheaper than trying to put them out.
