If the "nuclear option" is brought to the floor of the Senate for a vote, can't the suggested rule change be filibustered?

That's the point of doing this the way they plan on doing it instead of the traditional way of changing the rules which requires a supermajority.

The nuclear option is a procedural gimmick that relies on getting a ruling from the head of the Senate. Certain types of votes are not subject to a filibuster such as tax measures and procedural votes.

6. They aren't "changing the rules" per see

That unless it's done at the beginning of the senate session in January takes 67 votes.

The chair (Cheney or whoever is sitting up there) will "rule" that the fillibuster rule doesn't apply to judicial nominees. Then a simple majority can vote to sustain his ruling.
