At the time, there was no thread yet on the high probability he was voting no. I was excited and wanted to get the joy going. Course, in the end he was misleading and is sending it to the floor, but nonetheless at the time there was no other thread in GDP specifically about the probability of the No vote.

27. They have been running attack ads against Voinovich and
all other Republican Senators who have said they were on the fence about Bolton. The attack ads didn't stop until the Senators finally caved.

So yes, they knew in advance how the vote would go.

When its convenient, he plays the "independent" card, but only if he knows what he's pretending to oppose will pass anyway.

If he's coming out against his party, rest assured he's only doing it if he knows his action won't change the outcome.

23. Here's how it works...
Lugar will move to send it to the floor WITH reccommendation. That will fail 9-9.

Then he will ask to send the nomination WITHOUT reccommendation. That will pass party line.

So essentially, Voiny thinks he should get an up or down vote but doesn't support his nomination.

Could be a cassandra complex smiley, somehow indicating a joyless 'told you so'.

V never gave a crap about this, he was covering for Chafee. V won't be up for relection until 2010. His moves run political interference so Chafee isn't seen as a * rubber stamp, but still gets Yosemite Sam into the job, and keeps Chafee in the GOP fundraising trough.

from the WH and he's fairly immune from any negative repercussions if he goes against his party. He has nothing to lose if he opposed them.

Those of us who live in Ohio have seen him do this countless times. He gets by with it every time. He's just posing in order to shore up support from independent voters here.

On edit: Voino just finished spending the last week or so in Eastern Europe, he's probably met with Bushco/Condi & Rove to work out the details.
