Talk of the Nation, April 27, 2005 · During President Bush's first term, Democrats blocked 10 of his judicial nominees by filibuster, which takes a three-fifths majority -- 60 votes -- to end. In order to get these nominees to a vote, Senate Majority Leader Bill Frist is threatening to use another parliamentary device that's been called the nuclear option: declaring filibusters of judicial nominees to be unconstitutional.
