H.Res. 235- Rule providing for consideration of H.Res. 22 - Expressing the Sense of the House that American small businesses are entitled to a small business bill of rights (Rep. Capito - Rules). The Rules Committee has recommended a Closed Rule that provides one hour of general debate and provides one motion to recommit, which may not contain instructions.
H.Res. 236- Rule providing for consideration of H.R. 748 - Child Interstate Abortion Notification Act (Rep. Gingrey - Rules). The Rules Committee has recommended a Rule that provides one hour of general debate, provides one motion to recommit with or without instructions, and makes in order 2 amendments.
Scott (VA) Amendment (20 minutes). Exempts taxicab drivers, bus drivers, others in the business of professional transport, nurses, and other medical providers from the criminal and civil provisions relating to the interstate transportation of a minor in the bill. Jackson-Lee/Nadler Amendment (20 minutes). Exempts a grandparent or a clergy person from the criminal and civil provisions relating to the interstate transportation of a minor in the bill. Suspensions (2 bills):
1) H.Res 224 - Providing for the expenses of certain committees of the House of Representatives in the One Hundred and Ninth Congress (Rep. Ney - House Administration)
2) H.Res. 210 - Supporting the goals of World Intellectual Property Day, and recognizing the importance of intellectual property in the United States and worldwide (Rep. Wexler - Judiciary)
H.Res. 22 - Expressing the Sense of the House that American small businesses are entitled to a small business bill of rights (Rep. Keller - Small Business) (Subject to a Rule). The Resolvedclause in this bill states that “it is the sense of the House of Representatives that American small businesses are entitled to the following Small Business Bill of Rights: (1) The right to join together to purchase affordable health insurance for small business employees, who make up a large portion of the millions of Americans without health care coverage; (2) The right to simplified tax laws that allow family-owned small businesses to survive over several generations and offer them incentives to grow; (3) The right to be free from frivolous lawsuits which harm law-abiding small businesses and prevent them from creating new jobs; (4) The right to be free of unnecessary, restrictive regulations and paperwork which waste the time and energy of small businesses while hurting production and preventing job creation; (5) The right to relief from high energy costs, which pose a real threat to the survival of small businesses, to be accomplished by reducing the Nation's reliance on imported sources of energy and encouraging environmentally-sound domestic production and conservation of energy; (6) The right to equal treatment, as compared to large businesses, when seeking access to start-up and expansion capital and credit; (7) The right to open access to the Government procurement marketplace through the breaking up of large contracts to give small business owners a fair opportunity to compete for Federal contracts.”
H.R. 748 - Child Interstate Abortion Notification Act (Rep. Ros-Lehtinen - Judiciary) (Subject to a Rule). This bill makes it a federal crime for any person other than a parent or legal guardian to transport a minor across state lines for the purpose of obtaining an abortion to avoid parental-notification laws in the state where the minor resides. This provision is identical to the Child Protection Custody Protection Act, which was adopted by the House in 2002 (260-161). This bill also: requires a physician who performs an abortion on a minor who is a resident of another state to provide 24 hours written notice, in person, to a parent of the minor child or make a reasonable effort to provide such notice; allows an out-of-state abortion to be performed without parental notification if it is done to save the life of the minor, or if a physician is given documentation showing that a court in the minor's home state has waived parental-notification requirements. This bill was reported by the Judiciary Committee on a party-line vote (20 to 13) on April 21, 2005.
