What's going on in the Senate today?

I don't quite understand what's going on - Inohofe has been trying to get senators to come down to the floor to talk about the Highway Bill for at least two hours now, instead other senators come down to talk about other things under Morning Business rules... What's going on with the Highway/Transportation Bill that neither Repub nor Dem Senators want to talk about it?
