The Democratic Party should send out envoys in advance of all Bush diplomatic overtures to influence discussions before the administration's representatives arrive. Language, framing issues, business contracts and agenda can all be influenced in this way, even if the arriving administration officials deny the Democratic envoys access to meetings after they’ve arrived.
In addition, unfavorable policies and policymakers can be singled out for specialized discussion and review before their arrival, undercutting their influence and effectiveness. Requests from allies neglected in negotiations can be met directly by powerful ranking Democrats or state governors predisposed toward the issues.
