Do we need to endow our own clean campaign fund?

Dean did a heck of a job raising non corporate money in the primary and Kerry continued that success in the general. What if Dean instituted a special fund, made up of individual contributions, that was solely for Senators who get targetted by corporate controlled donors for voting against things like the bankrupcy bill. One of the reasons the Democratic staffer quoted at Kos gives for supporing this bill was the fear of being targetted by special interests. If we had our own fund, then that fear would be abated and Democrats could be Democrats again.
