As much as anyone in Iraq was allowed to "vote".

Bush playing up this line of thinking is ludicrous!

Women won the right to vote and to run for political office, and they could drive, work outside the home and hold jobs traditionally held by men. Before 1991, female literacy rates in Iraq were the highest in the region, Iraq had achieved nearly universal primary education for girls as well as boys, and Iraqi women were widely considered to be among the most educated and professional women in the Arab world.

13. He wants CREDIT.
Syria will redeploy its troops from Lebanon. The details of this have been agreed upon by the two parties concerned. Bush is out of the loop, and it pisses him off because something good is about to happen in the ME for which he cannot really take credit. So what does he do? He imposes phony-baloney deadlines and warns about "half-hearted measures" as if he ever had anything to do with what's going on now. Failing that, he's using Iraq to credit PNAC for any and all good things that happen in the ME.

The truth is, Lebanon doesn't want the Syrians there, and Syria can't afford to stay, so they're declaring victory and going home - in an ORDERLY manner that satisfies both parties and the UN.
