Bush says no political retribution for "good" Social Security Ideas
I find it strange he would specially say "no poltical retribution".

So it all depends on what a "good" idea is...

Bush:

"He" is identified as 'Tim Penny, my friend, former Democrat member from Minnesota,' higher up the page.

3. interesting qualifier, "political"
when some actuary turns up dead for coming up with some nubers Bush doesn't like, Bush might technically have kept his promise.
