If this is the right bruce eberle. It seems that he has been hanging out with cheney and rove and all. It's a political function so it may not mean anything that he is there with them, but it seems that it would mean that he was not unknown to them.

1. Bruce Eberle has a long political history
Eberle was in Young Americans for Freedom in the 60's (where he was pals with Alan Keyes), worked for Richard Viguerie in the early 70's, and then started his own direct-mail business in 1974.

Eberle worked for Reagan in 1975-76, helping him to raise more money than any other presidential candidate. Even though Reagan didn't get the nomination, Eberle used the money left over from that campaign to build Citizens for Reagan into a powerhouse that enabled Reagan to spend the next four years campaigning for other GOP candidates and contributing money to them. This may have done more than anything else to ensure Reagan's victory in 1980.

I keep being amazed by the degree to which these seemingly sleazy types on the right turn out to be extraordinarily well-connected within the Republican Party. Gary Jarmin and Jack Abramoff are two other examples of the breed.
