Aren't people normally arrested and investigated for vehicular manslaughter? What's the story here?

If you or I killed someone, we would be taken down to the station, asked some questions by the cops, we'd get a lawyer who'd post bond for us and then there would be at least a hearing, regardless of whether the family pressed charges or not.
