7. He probably had a greater percentage than that
but just didn't reach viability. I wouldn't have expected him to meet 15% in a state where he didn't campaign. I bet Iowans probably won't pay much attention to someone who doesn't campaign in their state, especially when there are four other major candidates begging for attention.

I am thrilled, THRILLED I TELL YA, that Kerry and Edwards finished in the top two positions! I will gladly cast my vote for Clark, Kerry, or Edwards in November!

18. It was a Caucus
The way Caucuses work if you get less than 15% you usually end up having to vote for someone else. It's complicated. I am sure Clark had decent support but they would have a hard time voting for him under the rules.
