Why are Secretaries of State allowed to be Presidential campaign chairs?

Why are Secretaries of State allowed to be Presidential campaign chairs?
Here in Ohio Ken Blackwell chaired Bush's presidential campaign in Ohio. And I'm sure he's one of many who held similar posts.

Isn't that a conflict of interest? Why should the person in charge of a state's elections be allowed to chair anyone's campaign, let alone a presidential candidate?

I've never seen this question posed. Given the controversies we've seen in the last two presidential elections, shouldn't this be addressed?

1. Yup
But there is no law against it Yet its one of the things we need to work on cause its something the Republicans seem to love to do. Put someone in authority over the voting on the campaign, Not right and according to International Monitors makes our Elections look crooked. Look at the crap in Florida and Ohio this year and in 2000 both states both times had the Sec State on the Bush Campaign pay-roll to.It is a huge conflict of interest and until we fix it will continue to cause major problems.
