Look at it this way: Bush is already a lame-duck President.

He's out either way after this term, so he starts his 2nd term as a lame-duck President.

All the problems he deferred in order to run he will have to deal with.

Everything he said in his Campaign, are 'on the record' for all to see (kind of like when you have a deposition in a court case--you better match what you said in the deposition to what you say in court.)
