By What Margin Did Gore Win Ohio's Provisional Ballots in 2000?
And can you provide a link?

I have heard 85% but I really want to try to confirm that. It sounds like a lot (not sure why the Demographic would go that way exactly).

1. I don't think there were provisional ballots in 2000
I thought the Provisional Ballots were created by HAVA, passed after 2000.

4. the 2000 ballots were a different animal
people who moved and changed addresses between the last day to register and election day, and stuff like that.

6. I'm Trying to Get a Good Indication of What Percentages We Can Expect
So I can do models of how many provisional ballots would be needed to give Kerry a victory (or if a victory is even possible based on provisional ballots).
