I once heard this idea suggested by Jim Bohannan, and it certainly sounds good to me: The State that has the highest percentage of eligible voters vote in November gets a reduction in federal taxes for the next year, while the state with the lowest turn-out gets an increase in taxes to make up the difference.
It would probably be easier to implement than making election day a holiday or moving it to a weekend.
