McCain had to practice all of his introduction, because he was having such a hard time saying all of the nice things about Bush, which he clearly doesn't believe. Even while he was introducing Dumbyah, Cartoon McCain had to keep walking off stage, and return to his trailer to practice some more, so he could manage to spit out the lies. It was pretty hilarious.
