this story to me is really damning...it's saying that Halliburton was
sitting in on the original planning and helping right up the
DoD requisition for the work that Halliburton will do...

could I be so lucky to write up all the work that a company *must* have
so I can get the work, at inflated prices of course.

4. Isn't that illegal? It is in NC. If that were in this state, there would
be licenses revoked and public officials arrested for misuse of public funds. I am an engineer and have drafted specifications,codes and contracts posted advertising and administered contracts for construction and the laws are very specific in this state about that.
