Does the American Cancer Society advertise with Sinclair?
The Cancer Society has an ad on this Sinclair station's site:

a station would run a PSA at the top of its website, would they?

3. Stations run three type of on-air "things"
commercials, promos, and public service announcements. PSA's and Promos are run at no-charge, so you don't need to contact these non-profits because there spots are run as filler. But if you see a lot of PSA's and Promos on a station it means one thing==unsold air time!
