I believe Bush was speaking of seeing the
2nd plane crash live on TV at Booker Elementary in his 1st "I saw a plane" speech and then corrected himself in his second "I saw a plane" speech by mentioning it was the 1st crash he claimed to have seen.
Notice he doesn't mention which plane or tower in his 1st speech, but only in his 2nd speech:
1st speech:
"I was sitting outside the classroom waiting to go in, and I saw an airplane hit the tower -- the TV was obviously on... But I was whisked off there, I didn't have much time to think about it."
2nd speech:
"well, first of all, when we walked into the classroom, I had seen this plane fly into the first building. There was a TV set on."
The 1st crash was at 8:46 am.
Bush didn't arrive at Booker until about 8:52-8:55 am.
The 2nd crash was at 9:03 am.
Now the 2nd crash WAS caught live on TV and Bush WAS in the school at the time. Everybody thinks he was already in the classroom with the kids at the time of the 2nd crash. But notice what Bush said in his 1st "I saw a plane" speech:
I saw an airplane hit the tower -- the TV was obviously on... But I was whisked off there, I didn't have much time to think about it.
So I believe Bush was waiting in the holding room until the 2nd plane crashed which he saw live on TV in the room and then was
"whisked off" to the classroom and that's why he entered the classroom after 9 am:
"Just after 9 a.m., Bush entered Daniels' second-grade classroom." -Sarasota Herald-Tribune (9/10/02)
Now everybody thinks Bush was informed by Card about the 2nd crash when he whispered in his ear at 9:05 am as seen on Fahrenheit 9/11:
However, look when a couple of reporters noted what time it was when Card whispered to Bush:
"I said, 'A second plane hit the second tower. America is under attack.'
'The president's eyes got wide … and the face told it all,' Compton said, noting that 'something terribly grave. … Something beyond imagining' happened around 9:07 a.m. ET, according to her notes." -ABC (9/14/01)
"Bush had received the first news of the attack at 9:07 a.m., three minutes after he had stepped into a classroom to hear 18 second-graders show off their reading skills when his chief of staff, Andrew H. Card Jr., leaned over and whispered to him." -Washington Post (9/11/01)
So here is how I think things went down that day:
9:03 am - Second plane crashes into the WTC and this is the crash Bush sees live on TV in his holding room.

60 seconds for Bush to be
"whisked off" out of his holding room and into the classroom.

3 minutes from when Bush enters the classroom until Cards whispers in his ear (I based this from watching the video and timing it from when Bush enters until Card whispers in Bush's ear).
