Why hasn't the color alert level gone to Blue (guarded)?

Since its inception in March or April of 2002, the color coded alert level has always been at either Elevated or High. Considering that Guarded is what the Department of Homeland Security calls a "General threat" of terrorism, does this mean that we've had a higher-than-normal terrorist threat for the last two years?

What is a higher than normal terrorist threat? What is a normal terrorist threat?

Since 9/11, NYC has remained constantly orange. Does that make orange normal for us?

I doubt they ever defined these colors and levels.

Heck, if Gore was President, who knows if the events of 9/11/01 would have happened.
