EU and U.K. gave PA $25 million to buy advice

Britain and other European Union states gave the Palestinians more than 20 million euros to pay for legal and information consultation, the European Institute for Research on the Middle East reports.

Britain, Sweden, Denmark, Holland and Norway paid the funds to the PLO negotiations aid department (NAD) and negotiations support unit (NSU), which in recent months have been busy mustering international support for the hearing on the separation fence in the International Court of Justice in The Hague.

The institute had asked several states for details of the aid they gave the PA for information consultancy. The institute's research editor, Dr. Nick Lambert, told Haaretz: "Various states piled obstacles in our path and some refused to cooperate, although they claim a policy of transparency."

Sweden at first banned publication of the funds it gave the PA, but a few weeks ago said it transferred 1.85 million euros and had recently decided to renew its aid to the NSU.

The Danish foreign ministry said it transferred about 2 million euros to the PA as part of the "plan for democracy, proper conduct, rule of law and human rights." The Dutch foreign ministry refused to give details, and Norway confirmed a 1.25 million-euro transfer to the PA.
