IDF reopens Gaza Strip border crossings after terror alert
The Israel Defense Forces closed off all the Gaza Strip border crossings into Israel for several hours on Tuesday afternoon, due to a terror warning.

The crossing were reopened without any explanation from the military for the decision to do so.

The IDF plans to step up its activities in the Gaza Strip over the coming period, including sending in forces for short-term operations inside Palestinian Authority areas and stepping up assassinations of senior Hamas and Islamic Jihad officials in the Strip.

What is restraining Israel from killing off terrorist leaders? America? International opinion? Both?

2. Both. All the BS about "all-powerful Israel" is just that - BS.
It doesn't explain why Israel hasn't long since wiped out the Pal leaders as any other nation in the world would've done with very little notice or comment.

However, you make an excellent point about the fact that any other nation would not have been restrained in stopping terrorism. There have been over a 110 suicide bombings since the Intifada began for crying out loud! That said, the unfortunate reality is that Israel is depedent on one country, the United States, for survival. And America has to worry about diplomatic problems with Arabs, and to a lesser extent Muslims. However, if the terrorist infrastructure were dismantled it would cause short-term havoc but would accelerate the achievement of a legitimate peace, since terrorism is the chief obstacle to peace.
