According to the testimony of a local police officer, the terror attacks were planned for June 2003 – the height of the tourist season.
Egypt's largest militant group, Jama'a Islamiya commanded several thousand hard-core members at its peak. Its spiritual leader, Sheikh Umar Abd al-Rahman, was sentenced to life in the United States in January 1996 for his involvement in the 1993 World Trade Center bombing.
The Egyptian Government believes that Iran, Bin Ladin, and Afghan militant groups support the organization and its member signed Bin Ladin's fatwa in February 1998 calling for attacks against the United States.
