1. Obsolete Armored Personel Carrier
M-113's were replaced by M-2 Bradleys a few years back. It doesn't surprise me that they turned up in police use. I can think of some circumstances where one would be useful.

4. Wounded officer/civilian evacuations and assaulting a drug house
LAPD first used APCs to smash down crack houses. They didn't use them as armed tanks. Just battering rams.

7. Vehicle
Yes, there is a legitimate need for this type of vehicle in most larger cities. At the same time, though, in light of the Patriot Act and other domestic monstrosities, I get tired of seeing the increased militarization of the police.
