1. I was talking to a person I know here in El Paso (who happens to be from New York) about Juarez vs El Paso.

Juarez: 15 guns per 100 people. Effective gun ban (very strong gun control). 120 murders per 100,000 people
El Paso: >100 gun per 100 people. Almost no gun restrictions. <1 murder per 100,000 people

The populations between the two sides are identical, both mostly spanish speaking, the populations are highly mixing with people crossing the border. Some people live in Juarez and work in El Paso and some live in El Paso and work in Juarez. Edit: The difference between El Paso and Juarez is the government, Juarez being in Mexico and El Paso being in Texas.

What can we learn from Juarez and what can Mexico learn from El Paso.
My anti-gun amiga concluded that we need to copy the gun control laws that Juarez is under. We need tough gun laws like Juarez which is to make getting a gun so difficult that the average person can't buy one legally.

This is pretty common logic used by people who want more gun control. Can someone explain to me what thought processes are involved in making this conclusion.

3. no, El Paso and Juarez are stuck together like a single city
Because the populations are identical in race, heratage, history, language and are highly mixing, the only real difference between El Paso and Juarez is the governing mechanism.

Criminals who are killing people, and thus subject to life sentences if caught, don't really care if their guns were illegally obtained.

The thing anti-gunners just can't get through their heads: Criminals don't comply with gun laws.

Only honest, law-abiding people do, and therefore, they are the only ones restricted by gun laws.

Murder rates (per 100,000)
Juarez = 130
El Paso = 2

You were pretty close though.
Only off by 100% for El Paso.
