Two people shot at same time on same street in Boston
By Associated Press, 8/7/2003

BOSTON -- Two people are shot -- one fatally -- on the same stretch of a Boston street at about the same time.

Police aren't sure if the early-morning shootings are related and they haven't made any arrests.

2. I thought guns were BANNED in boston
or at least very difficult to acquire.

So what's the deal? Law-abiding citizens can't protect them selves, but CRIMINALS will always have access to guns, no matter what law is passed.

Ever since the Gun Control Act of 1998 became law, license to carry applicants are faced with increased scrutiny, even if they have had a license for decades. In many communities it is very difficult to get a license to carry, particularly if you want a Class A license.

(Note: All Class A and Class B licenses will be issued for "all lawful purposes," however, a licensing authority is allowed to impose restrictions on the possession, use and carrying as he deems proper. The law does not limit those restrictions, and the penalty for not complying with the restrictions is a fine of $1,000 to $10,000.)

Admin Note: As of January 2003 Non Resident renewals are taking 12-20 weeks processing time.

Admin Note: As of July 1st 2003 The Firearms Record Bureau will not accept one lined phrases as an acceptable reason for issuance on "All Lawful Purposes" licenses.

So, in Massachusettes, some beauracrat can choose to issue or not issue, even if you want a permit to use your firearm FOR ALL LAWFUL PURPOSES.

That, is tantamount to a de facto ban.

Gun Owners’ Action League (GOAL) released a 38-page report today denouncing the Massachusetts Attorney General’s
regulations on handguns as “Regulatory Fraud.” The report is based on a review of public records from the Attorney General’s office by GOAL staff.

The report documents that beginning in 1995, former Attorney General Luther Scott Harshbarger created a secret “gun
group” within the Consumer Protection Agency to brainstorm a means to attack gun manufacturers. GOAL states that their
search of more than 24,000 pages failed to uncover any Massachusetts resident or group of persons that asked the Attorney General to create consumer product safety standards for handguns. There was no record of consumers being harmed by the current manufacturing standards for guns; and no substantiation that any manufacturer failed to live up to their warranty. We found no evidence that the Attorney General’s office could point to a single act of unfair and deceptive business practice concerning the manufacture of handguns. The records also showed that even after the public hearing was held, the Attorney General’s staff was unable to find corroborating data to support the regulations".

The full report is a longish read but well worth it for anyone who wants an insight on the lack of integrity and corrupt inner workings of the MA AG with regards to firearms ownership.

METHUEN -- People in Greater Lawrence who apply for a handgun license for the first time now need a letter from their doctor stating they are medically and psychologically fit.
To police, this is one more tool to help them decide who should be permitted to carry a gun. But to gun owner advocates, it is one more step designed to make it "virtually impossible" for people to obtain a permit to own and carry a handgun.
Police chiefs in Lawrence, Andover, North Andover and Methuen met months ago, at the request of Andover Police Chief Brian Pattullo, to make gun licensing rules uniform throughout the four communities.
