Congress May Vote On D.C. Gun Ban Repeal Next Week

News reports indicate that the U.S. House of Representatives may consider legislation next week to which an amendment reforming Washington, D.C.’s restrictive gun laws would likely be offered. The bill—H.R. 157, the District of Columbia Voting Rights Act, introduced by the District’s anti-gun delegate, Eleanor Holmes Norton—proposes that the city be authorized a vote in the United States House of Representatives.

NRA members recall that last year, a similar “D.C. House Voting Rights Act” bill—S. 160, introduced by Sen. Joseph Lieberman (D-Conn.)—passed in the Senate after adoption of Sen. John Ensign’s (R-Nev.) amendment restoring the Second Amendment rights of residents of our nation’s capital. Supporters of H.R. 157 did not pursue it at that time, however, to perpetuate gun control in D.C.

NRA members are urged to check the www.nraila.org website on a daily basis next week, for information concerning the status of H.R. 157 and any amendment that is offered to deal with the District’s gun laws. And, you are encouraged to be ready to contact your U.S. Representatives to ask that they support any such amendment that is proposed.


A big gain for civil rights in DC. They get a vote and the right to have guns in the same bill.

40. Home rule would mean the citizens of DC would get to decide the laws of DC.
A minority of radical RW Republican extremists (along with a few turncoat DINOs) imposing the values of the mythical Wild West on the city in opposition to the wishes of the people there makes a mockery of the idea of rights.

In defiance of those trying to impose the values of Roe Vs. Wade on the state, in opposition to the wishes of the
people there...

I'd venture to guess that most pro gun rights folks who post here were gun owners before they became politically committed --- so your "turncoat" pejorative is silly. As your comments always are.

And along with signing the Wicker Amendment, and Coburn Amendment it will be yet more evidence that Obama is not only not going to take away your guns, but rather, he has actually repealed gun restrictions already on the books.

7. Yeah, so far I've got to say
the bulk of what I've been able to keep up with has all been positive, I think he is a politician who finally understands that when you represent a district, you represent the interests of that district, and when you move up and broaden your responsibilities, you have to adjust your stance on different issues to continue serving the best interests of your constituents.


I have to say I have been very pleasantly surprised with his methodology, he is truly shaping up to be one of our most pragmatic and outstanding presidents yet.

23. He will sign, but only because it is attached to another bill that he wants.
Let's face it. A vote in Congress for DC is a really big deal, and very long overdue. To get that, he is willing to accept guns in DC.

But Obama did not originate nor did he push the rider.

27. I once read an article, comparing human social structure with that of rats.
We are, apparently, not so dissimilar as it would seem.

Rats do this thing where if they have a low population density, they basically get along. Sure, they have a scuffle here an there, but mostly peaceful. If you increase the density, they get mean as hell, fighting all the time, becoming hyper-vigilant, bickering and harming each other over resources. Then if you push the population even higher, they get complacent, like they know there just isn't enough to go around and they are just happy to survive.

It got me thinking.

The funny thing about humans is that we regulate our own population density by migration, and we seem (at least in the U.S.) to make cities where we are always in that middle zone....

Democrats have ditched plans to bring a District of Columbia voting rights bill to the House floor, a major setback in the long-running effort to give the nation's capital full representation in Congress.

House Majority Leader Steny Hoyer (D-Md.) suggested that unrelated issues — such as gun rights provisions – sidelined D.C. voting bill. Hoyer had originally hoped to bring the bill to the floor this week, but now believes the legislation may be dead for the year.

Hoyer made the decision with Del. Eleanor Holmes Norton (D-D.C.), the non-voting representative of the District, who was uncomfortable with the gun legislation that was being attached to the bill, a Democratic aide said.

Norton said the bill would not have made it through the Senate anyway because the gun-related amendment would have allowed wide open gun ownership in D.C.

Norton said gun provisions – which she said were drafted by the National Rifle Association – would “surely bring down the support we have had of anti-gun Democratic Senators.”

It is a personal defeat for Hoyer, who has long championed the legislation, and for D.C., whose 600,000 citizens do not have a full voting representative in Congress. Hoyer, on several occasions, said he is “profoundly disappointed” that the legislation will not be brought up and added that he personally wrote the statement he delivered to reporters Tuesday morning.
