8. You misunderstand the bill.

Iowa already had concealed carry, but the decision rested with the local sheriff. So Iowa had 99 different standards,ranging from no-issue to any-issue. And their system was open to corruption. The sheriff could show favoritism to those who donated to his campaign. All that this bill does is set uniform standards throughout the state and take away the local sheriff's ability to use it corruptly.
