George Bush - 15 member climate summit?

Is this for real or is he just trying to implement another stall tactic. I certainly don't trust this guy but we do need a summit.

My suspicion is he'll hold the summit and then declare that China and India won't agree so the US will continue dumping greenhouse gases at its current rate until they agree to the US terms.

We have to agree that it is a good idea but... I guess we have to keep attacking them for not actually doing anything and for stalling and we need a good wedge arguement to help push the china india issues. They will try to use it as an excuse to stall as they have now been doing for 1 whole decade.
