Embattled environment minister Rona Ambrose said Thursday Canada could best help stem global warming caused by CO2 emissions by exporting clean technologies to countries that are the biggest polluters.

"Frankly, when Canada makes up two percent of the global emissions, I believe the best way for Canada to participate in a global environment is by developing and deploying clean technologies to those countries that actually are the largest contributors of greenhouse gases emissions," she told lawmakers in the House of Commons.

The United States, China and India were singled out by the environment minister as the worst polluters. "We want to make sure that we participate in ways and in partnerships that we can develop clean technology and deploy them to countries that need it," she said.

The proposal comes one day after environmental groups demanded Ambrose, who is hostile to the Kyoto Protocol, resign as chair of upcoming international climate change talks in Bonn, Germany. "It's hypocritical to chair a process that you don't want to be part of," said Dale Marshall of the David Suzuki Foundation.

2. clear evidence why state/province action is needed
some political entities are too diverse.

I would guess, some provinces are more progressive than others.
If left to the provinces, some would act, you have to
start somewhere.

on the other hand, if the whole country is involved,
many opponents and fence-sitters and indifferents
are forced into the mix, results
in inaction.

3. Agreed
although until the nations and the globe start working together I'm afraid it might not be enough, but states and provinces are the only places that there seems any hope of action and perhaps those examples will help spur national/global actions.

I can't belive I sound so much like a 'state's rights' guy these last few years on so many issues it just seems the states are the only places we can get anything done on so many issues.
