Obama Approves Loan Guarantees to Create 5,000 Solar Energy Related Jobs
http://www.newsaroundtheworldtoday.com/obama-approves-loan-guarantees-to-create-5000-solar-energy-related-jobs/1231888/

In his weekly address on Saturday President Obama announced $1.85 billion in loan guarantees for two solar energy projects that are anticipated to create approximately 5,000 jobs.

He looks at these projects as “accelerating the transition to a clean energy economy and doubling our use of renewable energy sources like wind and solar power – steps that have the potential to create whole new industries and hundreds of thousands of jobs in America.”

Obama said that the Department of Energy would approve the loan guarantees this week as a part of the economic stimulus package.

The president says that these loan guarantees are the latest in a succession of clean energy investments made possible through the US Recovery Act.

Solana will create 1,600 jobs in Arizona, said Obama, and over 70 percent of the solar components will be made in the U.S., he added. The plant will be ready by 2013.

Abound Solar, which makes thin-film solar panels, was awarded a $400 million loan guarantee to build two new plants. Obama said that the Abound plants would create 2,000 construction jobs and 1,500 permanent jobs.

8. Are these loan guarantees actual loans?
The article is kind of short on details. It says the guarantees are the latest clean energy investments, but where is the initial money coming from (bank? venture capital?), or is the government putting the money up directly? Also, what 2 projects are they referring to?
