Breaking: Norway breaks impasse at world climate talks

Breaking: Norway breaks impasse at world climate talks
An announcement is expected here at the UNFCCC climate talks in Bangkok today that the Norwegian government will commit to reducing their greenhouse gas emissions 40% by 2020. This is the first developed nation in the world to do so and it is a significant step forward in the negotiations going on prior to Copenhagen.

according to Wiki,
from 1990 to 2004
Norway's normal pollution is up 10 percent,
but is down 18.7 percent if you include LULUCF.

9. LULUCF, is not peculiar to Norway
to me, it is an abuse.
.........................................
consider Australia,

as a (not undeveloped, but)
'frontier' kind of country,


the more koala habitat that Australia torched in 1990,
the higher their baseline,
the less (or none) they need to suffer now

I assume there was something similar
in Norway during that era
