Even in country like China, the rulers have to lisent to what the peopole are saying. Even the Emperors of past, could not do EXACTLY as they was wishing just becouse they was no caring for what happend to their peopole.. If they was out of luck, they cold die you know.. In an revolt or something like that..

So, I guess some of this would stay. Both becouse the leadership wanted it, and becouse the peopole want it..
