East Hawkesbury tries to freeze solar farm plan
August 15 2008
by richard.mahoney@eap.on.caSaying the pros and cons of solar farms are unclear, East Hawkesbury Township council is trying to impose a one-year moratorium on a proposed $200 million solar park earmarked for a 290-acre piece of land in the municipality.
Council has adopted an interim control by-law that effectively freezes Ottawa-based Solaris Energy Partners Inc.’s bid to build three ten-megawatt solar generators projects on a piece of farmland on County Road 10 west of St-Eugène.
The firm has 60 days to appeal the decision to the Ontario Municipal Board. At the same time, council has retained the Stantec consulting firm at a cost of $7,500 to look at the potential impact solar farms could have on the township.
Council members expect Solaris will challenge the moratorium. "This could be a controversial by-law," remarked Mayor Robert Kirby at Monday’s council meeting.

Area property owners have been trying to stop the development since Solaris announced in February it had chosen East Hawkesbury as the site for what the firm touted as the first utility-scale solar energy project in eastern Ontario. The project would have a negative impact on the municipality and the farming community, opponents contend.
