EU leaders seek to lead the way on fighting climate change

BRUSSELS (AFP) — European leaders met Thursday to push forward bold proposals for combatting climate change, despite misgivings over the economic effects and lobbying by some for national interests.

Their deliberations in Brussels will be given extra urgency by the presentation by EU foreign policy chief Javier Solana of a paper warning that the risks of climate change have turned from a threat to reality.

The new EU report says climate change is now impacting the conflict in Darfur, migration from flood-prone Bangladesh and hopes for stability in the Middle East.

A year ago the 27 EU nations agreed to a target of cutting the bloc's overall greenhouse gas emissions by at least 20 percent by 2020, compared to 1990 levels.
