I just caught the last 5 minutes of it,so I googled HAARP. What is this all about?

Very creepy stuff. Don't forget the military (air force?) said they'd "own" the weather by 2020.

3. There is one problem with the theory though

Weather is fueled by a concentration gradiant where the winds blow from high pressure, to low pressure. There is no rain without evaporation. Electricity doesn't control the weather.

I don't think it is possible for the military to control the weather. I think it is just a huge suck up of money like a whole hell of an array of other projects.

...ELF facilities for submarine communications that a bunch of crackpots have latched onto and made into something else entirely.

5. I can tell you that I have spoken at conferences to those pretty high

up in some of the military agencies that fund this stuff. They just don't see weather manipulation as a viable technology.
