US President George W. Bush sees himself as an "honest broker'' for nations as they develop new energy strategies, which must happen before he leaves office, his key environmental adviser says.

.James Connaughton, chairman of the White House Council on Environmental Quality, says the President called his September conference of 13 major economies to accelerate the planning for environmental and energy agreements beyond the end of the Kyoto protocol in 2012.

"From the US perspective, we have the opportunity to work to get this right,'' Mr Connaughton said in Melbourne today.

"The President is not running for re-election. We have the opportunity to be an honest broker among the developed country interests, the major emerging country interests ... and really we have everything to gain to work to get this right.''
