Bread lines at Walmart
http://www.salon.com/news/walmart/?story=/tech/htww/2010/09/22/walmarts_midnight_baby_formula_bread_line

"And you need not go further than one of our stores on midnight at the end of the month. And it's real interesting to watch, about 11 p.m., customers start to come in and shop, fill their grocery basket with basic items, baby formula, milk, bread, eggs, and continue to shop and mill about the store until midnight, when ... government electronic benefits cards get activated and then the checkout starts and occurs. And our sales for those first few hours on the first of the month are substantially and significantly higher."

1. Perhaps it would be better....
if those people weren't getting any food at all? Starving in the streets, like a RepubliCON utopia.

5. All in good time.
Wait for Walmart to establish a gladiatorial arena wherein the impoverished can duke it out to see who gets that night's discount on food purchases.

my cash aid doesn't kick in till the 5th and foodstamp not till the 8th, all because of what number my card 'ends with'

4. I concur--functionally, it's no different from going shopping on a conventional "pay day"

3. I kind of call bullshit on Bill Simon's quote
States pay out their SNAP benefits on different days of the month (California, for instance, pays anywhere from day one to day ten, depending on the person's case number). Additionally, EBT benefits will post to the recipient's account anywhere between midnight and 6:00 AM. It therefore seems highly unlikely that recipients are swarming Walmart at 11:30 on the last day of the month so that they can make their EBT purchases with the first stroke of midnight.

Simon is likely exaggerating to make a point, but in doing so he simply reveals that he doesn't know what he's talking about.
