Except there is no Hezikiah in the Bible and that quote is not only unscriptural it is unbiblical as well.

God helps those who cannot help themselves because if you can help yourself why would you need God's help?

A more fitting quote would be, "The sun shines on the evil and on the good, and the rain falls upon the just and on the unjust" (Matthew 5:45). In other words: shit happens.
