How did Clinton pass the 1993 Budget act 51/50?
I'm baffled: with senators now being allowed to filibuster with just a statement of request, and not having to actually talk for hours on end, how can Obama pass the stimulus bill the same way in the Senate? Please help.

1. It was a "conservative" bill, and the Senate was in Democratic control.

If it was a conservative bill then why did it pass with -0- Repukenican votes? I guess you're saying that it wasn't filibustered then because it was "conservative" in origin?
