You really want to stimulate the economy ?
Give the whole package to people that don't have credit cards or mortgages. Then it won't be reabsorbed into the credit industry.

1. Double the minimum wage right now, immediately,
and eliminate tax cuts for off shoring jobs. You would see and instant improvement.
