Bush Budget Would Trim Community Policing

By LARRY MARGASAK, Associated Press Writer
WASHINGTON - President Bush (news - web sites)'s budget plan would reduce spending for community police, water projects and other programs popular with lawmakers as well as broad programs ranging from environmental protection to agriculture.

Sixty-five government programs, 38 of them education-related, would be eliminated for a saving of $4.9 billion. Spending cuts would be sought in 63 others in the budget plan unveiled Monday. <snip>

Community Oriented Policing Services -from $481.9 million to $97 million that would go fortraining and other law enforcement programs - not new hires.

U.S. Corps of Engineers - cut water project construction from $1.7 billion to $1.4 billion

Environmental Protection Agency -cut 8.9 percent with $492 million reduction in low-interest loans for clean water pollution control projects meaning funding drop from $1.3 billion to $850 million.

Agriculture budget - rural development programs cut from $2.45 billion to $2.21 billion, while conservation funds would drop from $1.03 billion to $908 million.

Energy Department - cut 22% to only $502 million for research into the long-term health and environmental consequences of energy use and development =global climate change; air, land and marine environments; and biological effects of radiation.

NASA/Space - cut to fund "Mars" would be earth science, aeronautics and education.

Education Department - cut$1.4 billion ending 38 programs, including those focused on alcohol abuse, the arts, dropout prevention, school counselors, smaller learning communities, school reform, and school leadership.

National Oceanic and Atmospheric Administration - cut from $3.69 billion to $3.38 billion.

U.S. Geological Survey - cut from $938 million to $920 million.

Centers for Disease Control and Prevention - to be cut 8.9% - or $408 million

1. Wow! here comes the TRUE COMPASSIONATE CONSERVA'THIEVES'
After raping the treasury, they are now ready to dole out their compassion in form of elimination of whatever they can term as wastes, abuses and unnecessary programs!

3. Why propose these cuts?
The presumption is that the cuts in programs like community-policing will never stand. Congress will restore funding.

So why put these relatively minor cuts in the budget? Will Bush proclaim he's making the tough cuts to reduce spending? Is it so Bush can run against his Republican-controlled Congress, blaming the legislative branch for runaway spending? The Democrats are out of power. He can try shifting the blame across the aisle but how can that work?

Seems like a lose-lose proposition for the pResident.

4. What do these cuts add up to?
So, when all is said and done, how much do these cuts add up to? Is it even enough to pay* for the manned missions to Mars and the Moon**?

Just wondering.

* What it would really cost, not what Bushy claims will be enough to do the job.
** Much less undo the effects on the budget balance from Bushy's tax cut policies.
